Flitcroft, 43, was named as the new Swindon manager on Monday, exactly one month after former head coach Luke Williams was sacked by the club.
The length of Flitcroft's contract has not yet been disclosed by the club, but in a statement, Swindon Town Football Club say they are "convinced" he is the right man to guide them back to League One at the first time of asking.
Speaking to BBC Wiltshire, Flitcroft expressed his delight at being given the job.
"I'm delighted," he said. "It's an opportunity that I've been waiting for. It's an opportunity that, when I spoke to the chairman (Lee Power), and we discussed the potential plan and what it meant.
"We had a chat a couple of weeks ago and I asked the chairman certain things I need to know and the way I wanted to manage and the way I wanted to play, and that was vital in me agreeing to the job.
"After you've seen a club get relegated there's always a reason for that. I don't have a philosophy on football, I have a methodology and a method of how I win games and bring a winning mentality back to Swindon Town and putting pride back into performances are the two key aspects I will be working on.
"I think when you look at my profile, when you look at the success I brought to Bury, I've got a great knowledge of the lower leagues, I've got fantastic contacts and I'm going to utilise a few of them.
"Everything in my life I've been is competitive, I'm going to fight for everything and I'm going to put some pride back into performance.
"Winning football matches is something we discussed at length, Lee's a winner, I'm a winner and the football team will carry that mantle on and the values that I have as a person, in terms of hard work and honesty and we'll drive that message on every single message and we'll drive to get out of League Two."
A date has not been confirmed on when Flitcroft's official press conference unveiling will be, but it is expected to be sometime next week.
Flitcroft has previously been the manager of Barnsley and Bury. He got the latter promoted from League Two in third place in the 2015-16 season, before being sacked last campaign following a poor run of form.
