The 2-0 win for Walsall also meant that the Saddlers won their first away league match of the season while Swindon's two-game run of not conceding was ended too.
Lawrence Vigouroux's recent form meant it would take something special for Walsall to score and they just that, twice, with Oztumber netting two delicious goals past the keeper who signed from Liverpool in the summer for £400,000.
Oztumer broke the deadlock with 17 minutes played after he cut out a poor Darnell Furlong pass and then set himself for a 40-yard lob over Vigouroux who could only watch the ball sail over his head and in the back of the net for 1-0, Walsall.
Walsall's magic man, nicknamed the 'Turkish Messi' by his fans, scored another goal the actual (Lionel) Messi would have been proud of six minutes into the second half.
Kevin Toner's long, searching pass from his own half beat every player in red and, with Vigouroux charging out of his goal, Oztumer flicked the ball past the advancing Chilean to double the visitors' lead.
In fairness, Walsall should have extended their lead in the second half even before that. With just 40 seconds of the second period played, Franck Moussa broke free down the right and squared it to Andreas Makris, who somehow hit the bar under no pressure and with the goal gaping.
It should have been 3-0 not long after the second goal with Oztumer involved again. He jinked his way past the Town defence and then fed Kieron Morris, but the latter could only blaze an effort over the bar.
Swindon throughout were limited to half chances and long-range shots, with led to ironic cheers going up from the home fans when Anton Rodgers' effort with 20 minutes played was easily gathered by ex-Fulham goalkeeper Neil Etheridge.
Sean Murray, Johnny Goddard and Nathan Delfouneso were also restrained to pot shots that came to little with Walsall defending superbly to shut a Swindon side out that had scored three past high-flying Rochdale on Tuesday night.
The result leaves Swindon above the relegation zone by a solitary point, but Coventry in 21st have a game in hand.
