Hylton, 23, went home before kick-off in Swindon's 2-1 defeat at Northampton on Valentine's Day after being told he was not in the matchday 18 at Sixfields.
The striker was told to travel with the squad as fellow forward Luke Norris was touch-and-go on whether he would be fit and Williams planned to include Hylton if Norris was unable to play.
Speaking after that match, Williams told BBC Wiltshire: "My personal opinion is that it's not (acceptable) and Jermaine will have a different opinion and I'm sure it's something that we will sort out in-house.
"I think, certainly, we will have a conversation and see what the reaction is after that."
On February 18, following the 0-0 draw to Oldham, Williams said the situation would be sorted the week that followed, but a decision was still not made.
The amount of money in which Hylton has been fined has not been disclosed.
