Both Jones and Norris were officially announced as Swindon players on Saturday prior to Town's 1-0 win over Coventry, however neither were registered in time and were therefore not eligible to make their County Ground bow at the weekend.
Liverpool defender Jones signed a season-long loan deal at Swindon while Norris put pen to paper on a three-yeat contract from League One rivals Gillingham for a fee of £150,000 and Williams is pleased with his new faces.
"Lloyd has played for Liverpool, of course, one of the biggest clubs in Europe, and he's been exposed to playing against very good players and playing with very good players and to be able to have the ball a lot which, of course, we identify as a key skill.
"Coming here has also shown that he can roll his sleeves up - he's been to Blackpool - and I've watched some footage of him playing on a very muddy pitch with lots of aerial battles and so on and we think that he's got the tools to be able to help us and have a good campaign."
Williams was also complimentary about striker Norris, who the club have needed since last season's top goalscorer Nicky Ajose departed for Charlton Athletic.
"Luke we liked a lot when he played against us - we didn't like him on the pitch against us to be honest, but we very quickly saw his qualities and we think both boys are of the right type of age and the right mentality and personality to be able to fit into the group. I think we've signed two very good additions to the squad."
The Swindon boss also feels that the versatility of Norris will make him a shrewd signing:
"I think both of those players (Norris and Jon Obika) are quite capable of playing in-front of or behind the lines and I think both boys are capable of winning individual battles and are able to bring their teammates into play so I think the pair of them are dynamic and could give opponents a problem."
