Swindon's top goalscorer first disclocated his shoulder this season in a 2-1 win at Carlisle, after he landed awkwardly on it after scoring Town's opening goal.
He returned to action after a few weeks, but went off clutching his shoulder again when Cambridge came to Town and was replaced by Harry Smith just after the hour.
Norris made his second comeback of the season shortly after but was seen to have having trouble with it yet again in the closing stages of Town's 1-0 home defeat to Lincoln last Tuesday - he did not come off that time.
It did keep him out of the squad altogether though at the weekend where his replacement, Smith, scored the only goal in a 1-0 Swindon win over Wycombe.
Boss David Flitcroft explained to the local media the situation regarding the forward.
"He went to see a specialist with a top guy in Manchester and it's not going to be surgery at the minute, we've got some work that we've got to do with Nozza with his shoulder.
"We've ordered a brace and now we've sort of got to a point where we feel we've got one course of action, we've got to all be consistent with that action.
"The trouble with Luke is, a lesser mental[ly strong] player probably would have had an operation and got it done.
"We're hoping that by doing certain exercising and stretching and the programme that we can build the strength round it again and with the brace to protect it, so that's the course of action that we do want to take.
"I've just spoken to Luke now and he's buzzing for the team, he's a real team player and he's buzzing because we've won as much as the other players.
"I can't (put a timeframe on it), it's just how he reacts to the programme."
David Flitcroft also provided an update on loanee pair Timi Elsnik (Derby) and Chris Hussey (Sheffield United).
"Timi will be back with us on Monday, he's had the all-clear today, he's had his last session at Derby, they've been quite cautious with it but he's Derby's player and their asset so it's something you can't get involved with.
"It's a similar situation with Chris Hussey but it's been difficult with the injury side of stuff, me and [Ben Futcher] have had to do a lot of the organisation and the specialists, I was interviewing last week and hopefully we'll get that sorted out.
"It's constant communication between parent clubs and players and we'll get that sorted next week I'm sure."
